This is my Mom's famous recipe, captured for the very first time.

Skin

3:1 flour to hot water. Mom microwaves the water for 2 minutes at her house. No idea what the temperature is, but it works beautifully.

Can also be used for pasta.

Filling

Mom has an aversion to fat, so she uses really lean beef in the filling. She makes up for this with lots of tofu.
